I think the studio was just expecting a monster movie about a shark that eats people, nothing more. (That's pretty much what they got with the sequel.) Filming on the ocean was a nightmare of incontinuity, the shark didn't work, and the film should have been a disaster. But then Spielberg accidentally delivered a masterpiece that was equal parts Hitchcock and Moby Dick. One of the rare cases where the movie is actually better than the book. Every scene is so good that nobody minded that the actual shark is barely in the film. It was an amazing accomplishment, and the story of the making of the film behind the scenes is amazing too.
